This brief considers the potential role of private investment in mitigating rising greenhouse gas emissions from developing countries. It calls for international and national efforts in the development community to create the incentive structure for private investment in clean technologies. The author makes four recommendations: the creation of a carbon market with global supply and demand; reducing and eventually phasing out fossil fuel subsidies globally; supporting investments in clean technologies with targeted 'long, loud and legal' national policies; and ensuring favorable investment climates in developing countries, including legal certainties and the protection of intellectual property rights.
