This brief evaluates the viability of cash transfers as an alternative to energy and food subsidies in providing assistance to the global poor. It argues that energy and food subsidies strain government budgets, and more often than not miss their targets owing to leaks, corruption and price distortions. The author then examines the conditions for effectiveness of cash transfers.
