This briefing discusses the role of the extractive sector in helping sub-Saharan African countries raise domestic funds to help achieve the UN Millennium Development Goals. The author states that most sub-Saharan African countries fail to tap the full potential for government revenues from the extractive sector because of a lack of transparency, widespread corruption and inadequate tax administration and collection. The briefing includes a number of relevant conclusions for development financing.
