This brief argues that NATO has taken an important first step towards establishing a credible deterrence capability, but it needs to do more. As the text’s authors see it, credible deterrence requires not only adequate military capabilities, such as the Very High Readiness Joint Task Force (VJTF), but also 1) a culture of decision-making and information sharing that establishes a believable reputation for resolve, and 2) a proper doctrine. While exploring these issues, the authors additionally examine the key dimensions of NATO’s current deterrence posture.
