This paper explains the rationale for development of sector programs in the context of aid effectiveness and the sector wide approach. It discusses evidence on circumstances in which sector programs are likely to be successful and provides a framework to assess when types of aid intervention are appropriate. The author explores problems such as coordinating donors and government to support a single strategy and derives lessons for national strategy exercises from the experience of sector programs. The paper concludes with extent to which sector programs and similar approaches are relevant to countries with weaker policy, governance and institutional environments.
