This paper summarizes experiences in sector programs and the sector wide approach (SWAP) in development, until 2001. The authors define SWAP as the funding of single sector policy and expenditure program under government leadership, while adopting common approaches across the sector and progressing toward reliance on government procedures to disburse and account for funds. The paper concludes that governments need broad and high level commitment to a strategy to which donors can broadly agree on. It also provides suggestions to better manage SWAPs that target poverty reduction.
