This paper provides a strategic overview of the field of social protection in the context of development. The authors explore the thematic development of the concept of social protection, including guidance on how international development agencies can implement it more effectively in their own policy and program work. The paper focuses on poorer developing countries and looks primarily at social protection in non-emergency situations.
