This paper explores three approaches for community-based natural resource management (CBNRM) organizations to adapt in the face of development pressures. The author employs the chaos and complexity theory perspectives. He introduces complexity theory and discusses the concept of 'edge of chaos.' He discusses dysfunctional organizations, conflicts-of-interest and social exclusion in the context of development. The paper argues that interest-based negotiation can be applied to solicit organization-specific rules, drawing CBNRM organizations away from conflict and social exclusion and toward an 'edge of chaos' where creativity and adaptation flourish.
