This paper explores the framework for analysis of the public budgeting, spending and resource allocation to address the needs of the poor. It begins with an overview of factors involved and describes the process of resource allocation. The paper concludes that increased transparency, accountability and institutional reform could guide public sector efforts to effectively allocate resources for the poor.
