This brief examines the issue of piracy off the Horn of Africa, identifying both causes and consequences of the spike in pirate attacks. The author argues that the international community needs a more nuanced and coordinated approach to tackling both the causes and effects of piracy by addressing economic dislocation and state fragility on the one hand, and international maritime cooperation on the other.
