This paper explores pro-poor extension services in Bolivia and Colombia. The author observes the degree to which the financial capacity of the municipalities has been used to implement extension services in Bolivia and whether they are having any impact on the rural poor. He then explores the extension system of Colombia to draw lessons and observe how decentralization and institutional changes have impacted on the provision of these services to the rural poor. The paper discusses the constraints and challenges of implementation in each model.
