This paper sets out an approach to explore what forms of aid are appropriate in specific country circumstances. It focuses on the choice between different types of financial aid, highlighting that some of the principles are also relevant to technical assistance. The paper explores the types of financial aid, issues of conditionality and earmarking of assistance, as well as disbursement and accountability of aid. The authors focus particularly on government-to-government aid and consider circumstances in which there may be a case within country programs for direct support to NGOs or private sector partners.
