This paper reviews literature on social protection measures in India and Bangladesh. It combines lessons from various responses to the problem of vulnerability and explores the extent to which these responses lend themselves to the notion of 'investment' in broader development goals. The author provides an overview of the nature of poverty and vulnerability in the context of India and Bangladesh. The paper describes the main social protection measures in the two countries. It concludes with key lessons from these experiences and offers concluding comments.
