This paper explores poverty alleviation as a component of India's national policy agenda. The author argues that growth needs to be more explicitly pro-poor if poverty is to be reduced. He states that of the main means of achieving this the key is to ensure that economic growth generates employment, because labor is a main asset for most of the poor. The paper explores the links between economic growth, employment, female participation in the labor force, wage rates and security of employment.
