This paper explores the factors influencing the priority given to poverty within the budget process in Uganda and the effectiveness with which it is addressed. It looks at the role of government policy in poverty reduction and evaluates the effectiveness of public expenditure in providing the poor with improved services. The authors discuss what accounts for relative success or failure of poverty reduction strategies. The paper concludes with recommendations.
