This paper explores the factors influencing the priority given to poverty within the budget process and its effectiveness in Ghana. It examines the role of the government in poverty reduction and discusses the changing pattern of expenditure with regard to poverty. It explores the effectiveness of public expenditure in providing the poor with improved services and discusses the factors which account for and influence successes and failures in poverty reduction. The paper concludes with recommendations.
