This paper explores the factors influencing the priority given to poverty within the budget process in Tanzania. It begins with a country background, followed by a discussion of poverty and poverty policy. The authors examine public expenditure and its impact on poverty and the institutional framework of public sector reforms. The authors investigate public expenditure management issues and discuss poverty and public expenditure information and analysis. The paper also examines public sector transparency, legislative oversight and participation of civil society.
