The paper assesses Malawi’s experience in introducing pro-poor public expenditure policies from the 1990s to 2001. It is one of five country case studies exploring the how, when and why poverty receives budget priority. The authors assess Malawi's performance in terms of the consistency of fiscal policy and resource allocations with the government’s poverty reduction goals. The paper focuses on core financial management systems and the relationship between Ministry of Finance and spending agencies.
