This paper explores Mozambique's public policy. The author highlights that Mozambique has undergone many economic and political transformations from a centrally planned to market economy, from war to peace and from one-party state to multiparty democracy. He argues that transitions have implications for development policy and reform agenda followed by the government. The paper provides a timeline of the key steps in these transitions to identify linkages between changes in political-economy, the evolution of poverty reduction policy, and reforms in public expenditure management.
