This paper contains the key findings of a desk study by the Poverty Monitoring Task Team of the Strategic Partnership with Africa (SPA). The first phase of the study defined an approach to the monitoring of PRSPs and undertook a preliminary analysis of the content of current PRSP documentation. The study identified a number of gaps, issues and challenges. The second phase made practical suggestions, based on actual experiences about how to meet some of the biggest challenges facing those concerned with PRSP monitoring.
