This paper explores the links between development research, policy and the practice to promote evidence-based policy that contributes to poverty reduction the alleviation of suffering or the saving of lives. The authors argue that research and policy defy neat separation but can be conceptually distinguished by their goals and methods. The authors evaluate models of knowledge utilization and policymaking, as well as other literature that sheds light on the research/policy linkages. They conclude by offering an integrated approach to help future research and investigation on the subject.
