This paper explores the development of livelihoods approaches in relation to humanitarian responses in areas of chronic conflict. The author highlights issues to be addressed in filling the gap between theory and practice. The paper traces the historical development of livelihoods approaches and describes the variety of livelihoods principles that have been advanced. It then describes issues to consider when exploring the possibility of using livelihoods approaches to analysis and intervention in situations of chronic conflict and political instability. It concludes with a summary of key issues for further empirical research.
