This paper assesses interventions by Save the Children–UK and the International Committee of the Red Cross in southern Somalia to support livelihoods within a situation of chronic conflict and political instability (SCCPI). The authors critically review two livelihood support programs and explore how a political economy analysis informs decision-making by both organizations. The paper highlights the differences and similarities in their approaches, the impact of their work, and the conducive conditions required for livelihoods programming.
