This paper explores the macroeconomic and structural contexts for poverty reduction in India. It discusses opportunities and constraints related to public investment and service provision and their impact on rural livelihoods via growth or distribution mechanisms. The authors use evidence from field studies and other papers to consider how public services and investments have or have not been accessed by poor people at the local level.
