This paper assesses the extent to which Cambodia has defined the results anticipated from government's broad development policies and programs. The authors identify the levels they are applied at and with what consistency to analyze whether the information based on results informs public expenditure management. The authors define the 'results' as producing certain outputs, achieving certain outcomes and reaching certain policy objectives. Their analysis covers public expenditure management core activities such as the budget system as well as the government processes used for the identification of broad development goals, policymaking and definition of national and sectoral strategies.
