This publication includes the three winning essays from the Chairman of the Joint Chiefs Strategy Essay Competition, written in the context of the changing national security environment. The first essay examines the legitimacy of preemptive war. The second examines the relationship among terrorism, Islam, and the political environment in the Middle East. The final essay examines the necessary conditions for building a lasting peace, post-conflict.
