This publication explores the extent to which Africans are orienting their attitudes and behavior to the manner expected of citizens in a democratic society in 11 countries. While democracy enjoys high levels of support amongst the survey respondents, less than half also believe that it is voters themselves who are responsible for holding elected leaders accountable. The authors address issues of political knowledge and engagment, civic participation and democratic attitudes. The paper concludes that the development of democratic citizenship among Africans is still relatively weak.
