This study focuses on grassroots experiences and understandings of governance and citizenship, and the implications thereof for state building in post-conflict Nepal. The authors examine how poor people understand citizenship, how they experience and practice it, what barriers they face, and how they think these could be overcome. They also explore poor and excluded groups' visions for a new Nepal in the context of the peace and democratization process.
