This paper explores how developing Asia can utilize the potential of information and communications technology (ICT) to foster its economic growth and welfare. A central proposition of this paper is that a focus on export-led production of electronic goods can no longer guarantee sustained growth and welfare improvements. The author exposes what needs to be done to move from a digital divide that cuts off a majority of Asian populations from potential benefits, to a long-term development strategy of upgrading the region’s economic structure and institutions.
