This paper argues that history needs to be brought back into the economic analysis. It discusses challenges for economic research in the area of digital information and communication systems. The paper highlights two challenges for policymaking, neglected, as the author argues, by the proponents of 'New Economy': the 'global digital divide' and international aspects of innovation systems.
