This paper examines the adjustment costs that arise due to trade reform. It presents a survey of the empirical literature measuring adjustment costs and sketches out a general equilibrium model with dynamic adjustment to trade reform. Further it enlists a number of unresolved issues and offers some suggestions for future research.
