This paper weighs the costs and benefits of land reform on economic development in rural South Africa. The authors provide an economic case for land tenure reform and discuss the status of tenure. They also explore the tenure reform measures required to overcome constraints to economic development. The paper concludes with estimates of the economic benefits of tenure reform and provide a cost-benefit analysis of land tenure reforms.
