This paper discusses the experience of European development cooperation agencies in Zambia and their aid programs aimed at poverty reduction. It explores whether poverty reduction is a major objective, how this is reflected in development programs, and if European aid has contributed to poverty reduction. The authors present Zambia's national economic and poverty situation, supported by local perceptions of poverty. They provide cases studies focused on the poverty orientation of European donors and discuss foreign aid from EU members and the European Commission. They conclude with strategic measures to make European aid more relevant for the poor in Zambia.
