This publication addresses the peaceful use of nuclear energy and explains how access to such technology is guaranteed under the terms of the Nuclear Non-Proliferation Treaty. The author describes how in the past states have repeatedly succeeded in initiating nuclear weapons projects under the guise of civilian nuclear energy programs. The paper argues that the spread of atomic energy increases the risk of nuclear terrorism and that international efforts should aim at a clear distinction between peaceful and military use of nuclear power.
