This publication seeks to explain why, despite the large numbers of deaths, most Africans do not recognize AIDS as a high priority social problem. The authors find that the collective, society-wide scope of the pandemic is difficult for less politically literate people to grasp. They also argue that high levels of poverty across the continent mean that the relatively longer term threat of AIDS must stand in line behind more pressing concerns.
