This publication reveals that despite 10 years of massive investment in development infrastructure, many South Africans continue to experience poverty. Moreover, the proportion of South Africans who experience regular shortages of basic necessities do not appear to have decreased over the past four years. The authors consider factors such as race and residential location in shaping experienced shortages and find that black citizens and northern regions face the highest levels of poverty.
