This publication analyzes Kenyans’ attitudes toward political corruption. The survey suggests that the optimism following the elections of 2003 has waned and there are higher levels of perceived corruption in 2005 than in 2003. The authors find that despite some piecemeal improvements, for the most part Kenyans have witnessed a persistent culture of impunity for political elites. The authors note that while this is not necessarily the public’s highest priority problem, it is likely that this failure has nonetheless been seriously damaging to the government’s standing.
