This brief examines the consequences of India's federal government banning the Communist Party of India (Maoist) in June 2009. The author argues that with this notification of the Ministry of Home Affairs the Naxal movement in India has entered yet another phase of revolution and counter-revolution. The author asks what this ban means and whether it was necessary. He speculates about major policy changes following from the ban and about the Communist Party's response.
