This report examines US immigration policy, with a particular focus on crafting a nuanced strategy for reforming immigration policies and practices. The report argues that immigration is vital to the long-term prosperity and security of the US, both strategically and culturally. The report addresses both illegal and legal immigration, as well as the strategic, economic and public diplomacy significance of immigration. The report suggests a grand bargain in immigration reform, which includes the improvement and streamlining of legal immigration systems, more robust law enforcement and a legalization program.
