This paper explores compulsory voting systems in a number of developed democracies worldwide and discusses the advantages and disadvantages of introducing such a measure in the EU. According to the author, the malaise created by widespread abstention from the European Parliament elections can be translated into an opportunity for voting system reform. Before compulsory voting is discussed, the paper analyzes voter turnout in EU elections and corresponding efforts to increase participation.
