This paper examines whether and under which circumstances firms from developing countries can reap learning benefits from alliances in technology development. The authors focus on the Indian telecommunications sector, using the Nortel R&D network to assess its role in developing technological capabilities among the Indian firms participating in the project. The authors conclude with a list of policy recommendations to maximize the learning benefits from cooperation with multinationals.
