This paper examines the disarmament process between the US and Russia and the renegotiation of the Strategic Arms Reduction Treaty (START). The author argues that the Obama administration needs to carefully weigh costs and benefits as it embarks on the first major strategic arms control talks in a decade. The key consideration, the author states, is whether spin-off benefits in terms of China and Iran warrant the high costs of major concessions of US strategic interests relative to Russia.
