This paper reviews the EU budget from a subsidiarity perspective. It considers the economic benefits and the costs of European integration. The authors present options for fundamental reforms of the EU budget, particularly with respect to the two largest budget items: agricultural policy and structural actions. They focus on the consequences of reform options for the net payment positions of EU member states.
