This case study of Uganda is one of several undertaken to support reflections of the Neuchâtel Group on issues related to extension, poverty and vulnerability. It reviews the results of the poverty eradication action plan approved in 1997. The author subsequently examines how fixing market failures, lowering transaction costs and developing niche products can help Uganda's poor. He also discusses how to address the digital divide and how to empower producers to successfully manage themselves. The article also discusses fears of systemic collapse and the importance of restoring livelihoods.
