This paper describes the livelihood systems within southern Somalia, political economy themes as they relate to southern Somalia and programming possibilities in the area. The authors critically review two livelihood support programs as case studies. The paper also examines the impact of an analysis of the political economy on decision-making processes. The authors conclude by listing conducive conditions required for livelihood programming.
