This paper explores the processes of industrial upgrading and trade adjustment in East Asia’s electronics industry. It addresses the primary causes of the 1996 crash in East Asia’s electronics exports and explains the delay in post-crisis trade adjustment. It also surveys the prospects for a shift from a vicious to a virtuous circle of industrial upgrading. The paper defines industrial upgrading as the move toward greater specialization in the labor market, increased productivity gains and local knowledge generation.
