This publication assesses the European Neighbourhood Policy (ENP) from the perspective of migration, asylum and border management. It examines the European Commission's stated objectives and the political importance of the ENP. It further analyzes the movement of persons under the European Neighborhood plans country by country and draws some conclusions from this analysis of the different sets of measures and their consequences in light of the EU's professed objective of embracing the neighbors in the internal market.
