This paper analyzes the course, determinants and political economy of economic reforms in Russia from 1985 to 2003. The authors presents two models that link the effects of economic reforms to the electoral preferences of society and the basic institutions guaranteeing human rights and civic freedoms. They analyze the role of the international community in leveraging the process of political and economic reform in Russia, focusing on actions and programs undertaken by G-7 governments, the IMF and World Bank.
