This report contains perspectives on implementing the EU's Lisbon Treaty, designed to increase the growth and modernize Europe while caring for sustainable development and social cohesion. It presents the Treaty's strategy, reviewing and questioning its modest performance of the European economy. The authors examine the Treaty's impact on enterprise policy experience, fostering employment and labor productivity. They discuss its role in coordinating and improving economic performance among EU countries and suggest ways to improve the monitoring and achievement of targets in the Lisbon strategy.
