This report provides a background to Ukraine-EU economic relations and assesses the implementation of the economic articles of the 2004 Ukraine-EU action plan. The authors focus on progress made in liberalizing the Ukrainian market and highlight economic prospects, including Ukraine's WTO accession, further liberalization of trade and access to the EU internal market. They also discuss challenges of economic integration such as limits to capital mobility and movement of labor.
